Wesley was the son of John S. Kendall (1841–1910) and Mary Jane Williams (1845–1926). Noah worked as a farmer before becoming a Section Foreman with Southern Railway.

Wesley married, first, Elzora Bell "Zora" Brock about 1904; Zora died in 1909 and is buried in Birdseye Cemetery. Wesley and Zora had one daughter, Olga Reba Kendall who was born in 1905 and died in 1992. She married Louis W. Hoch and they had one son, Louis W. Hoch Jr.

Wesley married Minnie Boswell in 1910; she died in 1919 and is buried in Birdseye Cemetery. Wesley and Minnie had one daughter, Eva Bell Kendall, who was born in 1914 and died in 1920.

Wesley married, third, Martha E. Meriwether on 24 Oct 1920 in Crawford County, Indiana; they were the parents of five children: Maury, Geneva, Imogene, Merle and Delores.
