The Ramseys were among the first families to settle in the Knoxville area. Col. Ramsey built Ramsey House in 1797 with first wife Peggy. The stone house was the first of it's kind built with Thomas Hope the first architect in the state.Col Ramsey was Secretary of the failed Franklin Convention later named Tennessee. He held civil and military appointments under that and the suceeding Federal and State Governments until his death. Involved in the astablishment of Knoxville with John Sevier, William Blount and James White, through his roles in civic education and cultural institutions. Ramsey was founding trustee of Blount College later called the University of Tennessee. His son J.G.M. wrote "The Annals of Tennessee" an early history of the state. Another son William B.A.Ramsey was the first elected mayor of Knoxville by the people. Col. Ramsey was also one of the founders and Elders of Lebanon Church.

Sacred to the Memory of
Col. Francis Alexander Ramsey, in his 20th year he was Secretary of the Franklin Convention and held civil and military appointments under that and the Suceeding Federal and State Governments. till his death. He was one of the founders and Elders of Lebanon Church. The old stone church was erected by munificence and consecrated by his prayers. These grounds were his gift to the Presbyterian Congregation which in commemoration of his liberality and his private and public virtues, has erected this monument to his memory.
