Francis was born in Hancock County, Ohio, the son of Charles and Nancy (Kent) Fritz. He married Fern Mary Warden and he was a farmer and later a metal worker at Olds Motor Works. Their children were Marjorie, Richard, Charles and Norma Jean. He was injured in the Bath School Bombing Disaster, and his daughter, Marjorie, was killed. His son, Richard, later passed away from his injuries. He died in Meridian Township, Michigan, and was survived by his wife and remaining children.
