Hattie's father, Elias Kessee was married three times. She was a child of his third marriage to Eliza Hunt and had one sister, Alice. By her father's first two marriages she had siblings Peter Keesee, Payton Keesee, Isaac Keesee, Reed Keesee, Sarepta (Keessee) Eoff, Margaret (Keesee) Macbee, John T Keesee, Henrietta (Kessee) McManus, Lucinda Keesee (d.y.) Nancy Keesee (d.y.) and William Keesee. Hattie was born and raised in Marion County, Arkansas near the White River.

Hattie married Christopher Columbus Eoff, the son of William Eoff and Elvira Penuel, natives of Tennessee. Hattie and Christopher were married in Marion County, Arkansas July 25, 1899. They were the parents of Girna Hazel Eoff, Ambia Elvira (Eoff) Bryant, Billie Ruth (Eoff) Dunlap, Dorothy Marie Eoff, Raymond Gordon Eoff, and Louis Charles Eoff. Soon after marriage Christopher and Hattie moved from Marion County, Arkansas to Choctaw County, Oklahoma, thence to Wilbarger County Texas. By 1920 they had settled more permanently in Henderson County, Texas.
