He was the son of John L. McCall and Nancy Sinclair McCall. He was a Confederate soldier, a successful merchant and farmer, the Vice President of the Bank of Marlboro in Bennettsville, and the President of Marlboro Cotton Oil Company. He was a State Senator and the Mayor of Bennettsville. He was also a member of the Democratic State Executive Committee from 1880 to 1888, and served as a delegate to the National Convention in 1880.

Re-elected 1902.

Mayor of the Town of Bennettsville, S.C. 1889 to 1902.
