A noted artist, Conner was born to James Conner, a Richmond pioneer. He played in Conner's Military Band with his brothers Albert Clinton (a noted California artist), Frank, Theodore and Thomas. He developed his skill as a amateur artist and became an industrial painter for the Hoosier Drill Company in Richmond. He decorated the company's products with the company name and small landscape scenes. He lived in California from 1887-1895 with his brother Albert who was also a painter. He met and married Carrie Stanton in Los Angeles and the couple had two children: Pauline and Russell E. "Bus" Conner. He began to associate with the "Richmond Group" of artists by the turn of the 20th century and was a founding member of the Art Association of Richmond, now the Richmond Art Museum. He exhibited at the St. Louis World's Fair in 1904. He died at the age of 48 and his pallbearers were all noted Richmond artists: John Elwood Bundy, Micajah T. Nordyke, Alden Mote, Ellwood Morris, Albert Gregg and William A. Holly.
