The son of German-born Jacob H. & Maryland-born Mary (Grove) Locher, he married Sarah Reel ca. 1856 and fathered the children you see linked below. In 1850, he was living with his family in Lancaster, Lancaster County, Pennsylvania, but is not found in the 1860 census and may then have been a resident of Dauphin County. He was a currier and leather dealer by trade.

A Civil War veteran, he enlisted at the understated age of twenty-eight and mustered into federal service at Harrisburg August 9, 1862, as a private with Co. D, 127th Pennsylvania Infantry, and honorably discharged with his company May 29, 1863.

During some of his post-war years, he served as district revenue collector. Cause of his death is listed as "heart failure," stemming from "myocarditis."
