Lucille was the daughter of respected educator William Henry Luehr, a teacher, principal and superintendent in several Wisconsin communities. She grew up in Manitowoc, Wisconsin, and graduated from Manitowoc High School. She went to college at the Normal School in Milwaukee, and then taught kindergarten in Fond du Lac and Sheboygan Falls.

She and Howard married on 12 September 1912 at the Sheboygan Falls Baptist Church. Howard, a native of Sheboygan Falls, was a salesman. They lived in in Kansas and Nebraska before settling in Wauwatosa, Milwaukee County, Wisconsin, their long-time home.

Lucille's Hachez and Luehr ancestors were early settlers of New Holstein, Calumet County, Wisconsin.
