Charles was the eldest son of the Rev. Gordon Hayes and Mary Dewey Fassett. He graduated from his father's alma mater of Yale College in 1851, then attended Union Theological Seminary before undertaking the study of the law. He was admitted to the Connecticut Bar in 1855, but shortly moved to Rock Island, Illinois, and then to Muscatine, Iowa, where he married Adaline J. Stone 16 Sep 1858.

In Muscatine, he entered into partnership with his brother Edward, in the curiously named firm of C.G. Hayes & Bro. They practiced law and dealt in real estate, the latter a Hayes family specialty.

In the early years of the Civil War, Charles enlisted in Company C of the 1st regiment of Iowa Infantry and saw action in the Battle of Wilson's Creek near Springfield, Missouri, where he was wounded, and soon mustered out.

Later, while maintaining the partnership with brother Edward, he also established a partnership with his brother John, who just may have been a silent partner in C.G. Hayes & Bro.

In the early 1870s, Charles became editor of "Brain & Muscle" magazine.

Charles and Ada had three children:
