James was the fifth son and sixth child of Michael Bowes and Anna Nancy (Wall) Bowes. He married Catherine (Haley) at St Joseph's Church in Girardville in 1879. They had nine children, 4 of whom died in infancy or at an otherwise young age. After serving as a miner, store/bar owner, and Lieutenant in the Pennsylvania National Guard from 1872-1881, James ran for and was elected to two terms as a Schuylkill County Commissioner in 1887 and 1890.
