As a young man he moved with his family to Carlyle, Illinois. He later went to college in Platteville, Wisconsin. He and his first wife, Abigail Howell, had four children. After Abigail died, Dr. Locey married Matilda Hawkins and the family traveled the Oregon Trail in 1846, ending up in Oregon City. Dr. Locey did not live long in Oregon, dying of tuberculosis in 1853 at the age of 49.

Two of his children lived long lives and had large families. Daughter Sarah Cornelia Hatch in Salem and Cyrus T. Locey in Ironside, Oregon.
