Josiah was the 4th of 6 children (2nd son) born of Josiah Perry (1709-1784) and his wife Mary Kingsley (d. 1794). Josiah's siblings were: Anna (b. 1741), Philip (1745-1775), Hannah (1747-1834), Rufus (1753-1777), and Winslow (1758-1830).

The Perrys moved from Coventry, Tolland County, Connecticut to Shaftsbury, Bennington County, Vermont prior to 1775.

Josiah served as a Sergeant in Captain Bigelow Lawrence's Company, Colonel Samuel Herrick's (Bennington County) Regiment of Vermont State Militia for 17 days and traveled 110 miles during the alarm of October, 1780, caused by the raid led by British Major Christopher Carleton into the Lake Champlain Valley and beyond.

In September 1782, Josiah, then the Company's Ensign, commanded Captain Bigelow Lawrence's Company, Colonial Ebenezer Walbridge's (Bennington County) Regiment of Vermont State Militia, served for 5 days and traveled 45 miles in assisting the Sheriff in Windham County, Vermont. Colonel Walbridge had succeeded Colonel Herrick in command of the Bennington Regiment in 1780.

In the 1790 US Census for Shaftsbury, Bennington County, Vermont, Josiah was enumerated as the Head of a Family with 2 Free White Males of 16 Years and Upwards, 2 Free White Males Under 16 Years, and 10 Free White Females.
