US Congressman. He was the prothonotary of Mifflin County, Pennsylvania, and served in the Pennsylvania House of Representatives. He was elected as a Democratic-Republican Congressman from Pennsylvania, serving from 1816 to 1821. He then engaged as a surveyor and in agricultural pursuits in Mifflin County. He was the son of Congressman Samuel Maclay.
