Charles was the 1st of 7 children of Joseph Philip Roush and Catherine Kreisher.
He married on August 13, 1863, Bellevue, Ohio, to Agnes Jane Lowry.
They appear in the 1880 census of York Township, Sandusky County, Ohio, with 4 children at home. Charles was a farmer.

CHARLES FRANKLIN ROUSH -
Well Known Citizen of Bellevue Passed Away Early Monday Morning.

Charles F. Roush, well known citizen of Bellevue, died at his home on Heter Street at 2 o'clock Monday Morning, aged 69 years, 7 months, and 11 days.
The Funeral was held Wednesday afternoon, a brief prayer service being held at 1 o'clock conducted by Rev. D. W. Loucks; Interment in the Chapel Cemetery.
Charles Franklin Roush was a Son of Joseph P. and Katherine Kreishe Roush, and was born in Mifflinburg, Union County, Pennsylvania, August 10, 1840.
On March 5, 1856, he came with his father's family to Bellevue locating on a farm three miles west of this place.
He was united in marriage August 13, 1863, to Jane Lowery, to which union were born seven children, six of whom with their mother survive.
The are Mrs. R. H. Bohner of Heter Street; Mrs. Alex Reynolds of Centerburg, Knox County; Clarence C., of west of town; John H., Mrs. John Flicker and Miss Pearl, residing at Home. One daughter died in infancy.
The deceased is also survived by three Brothers, James P., of Mt. Pleasant; John H., of Lindsey, and William C., of Chicago; and one sister, Mrs. W. C. Williams, west of Bellevue.
In 1898 Mr. Roush disposed of his farm now owned by Nathaniel Nearhood, and moved to Bellevue, where he erected a comfortable home on Heter Street, where he resided until his death.
He was a man who kept abreast of the times and was well informed on public affairs.
He was a jovial disposition, kind of hear and enjoyed life and association with friends and neighbors.
He was public spirited, helped to build the Free Chapel in York and was a regular attendant at services while he resided in that community.
He was a member of the Loyal True Blue Association and carried insurance in that order.
His absence from the family circle will leave a void that can never be filled and the condolence of friends will go out to those so sorely be reeved.
The Funeral services were held Wednesday from the late residence of the deceased at 1 o'clock, conducted by the Rev. D. W. Loucks, of St. Paul's Reformed Church.
Interment was made in the Chapel Cemetery.
A large concourse of relatives and friends paid their last tribute of respect to the deceased.
Those from out of town who attended the Funeral were Thomas Lowrey and son, Eugene, Wheeler, Michigan; James H. Bitting, O.S. and S. Home, Erie County; Mr. and Mrs. A. H. Reynolds, Centerburg; Mr. and Mrs. John H. Roush and son, E.W. Roush, of Lindsey; Mrs. Dr. Woland of Fremont; Mrs. E. Strohl of Lindsey; Jonathon Roush of Elkhart, Indiana; J. C. Riddell of Marietta; W. A. Roush of Chicago, Illinois.
