John was the son of Henry Dulaney and his second wife, Mary Ann Riggs. He married Amanda Jane Mitchell 23 May 1882 in Washington County, Tennessee. Amanda Jane was the daughter of Thomas Mitchell and Ruth Hale. Her sister Elizabeth married John's brother James Davis Lady.

John and Amanda Jane had three children: Richard Carl, Alonzo Cleo and Gold Jewel Lady.
