Senator of the 31st District, Kentucky, representing the Mason-Lewis District, elected November 7, 1911. Served as Chairman of the Committee on Immigration, Labor and Manufactures, and as a member of the Committee on Public Ways and Internal Improvements.

Hon. Thos. F. Bagby (D), Quincy, Kentucky, son of William M. and Isabella Bruce Bagby. Was born at St. Paul, Kentucky, September 15, 1869. Attended the public schools in Lewis county and Barboursville College, W. Va. Was married to Lizzie H. Woodward, April 27, 1896. Is a dealer in lumber, cross-ties, posts, etc. Is a member of B. P. O. E. No. 704 and I. O. O. F., of Garrison, Kentucky. He was Justice of the Peace for two terms, District Number 3. Was the only democratic member of the Fiscal Court. There was not a democratic precinct in Lewis County at that time. Elected Senator from the 31st Senatorial District, November, 1911.
