Oliver was born in Greene County, Pennsylvania. He was a farmer and a drover. He came to Woodford County, Illinois in 1850. He bought a farm where he lived until 1878. In 1855 he married Naomi Jane Berry. Oliver sold part of his farm in 1878 and moved into the village. He held the office of county treasurer from 1861 to 1863. He was also elected several times as county supervisor.
