The son of Peter & Maria "Polly" (Geist) Starr, in 1860, he was a farmer living in Upper Mahoney Township, Northumberland County, Pennsylvania. He stood 5' 6" tall and had brown hair and blue eyes.

A Civil War veteran, he enlisted in Harrisburg February 23, 1864, mustered into federal service February 27 as a private with Co. A, 7th Pennsylvania Cavalry (80th Pa), and honorably discharged with his company August 23, 1865, at Fortress Monroe, Virginia. On November 21, 1873, he enlisted in Chicago, Illinois, with the regular army, assigned to Troop D, 6th U.S. Cavalry, and honorably discharged at term's end, still a private, November 21, 1878, at Fort Apache, Arizona Territory.

He tried to marry Emma Jane Troutman, but Pennsylvania denied them a license because Jane had not divorced her first husband. So, they got married in New Jersey and afterward lived in Porter Township, Schuylkill County, Pennsylvania. Apparently things went badly in the marriage because he then he moved to Macon County, Missouri, while Jane allegedly removed to Shamokin, Northumberland County. On April 18, 1906, he entered the soldiers' home at Leavenworth, Kansas, but left at his request June 4, 1908. There are online family trees that claim he died in Denmark, but that is unverified and probably untrue.

Reports of his age are many and varied. Many of those family trees mentioned above claim he was born November 13, 1844, and the 1880 & 1900 censuses support that, as does his age declaration upon entering the soldiers' home. The 1850 & 1880 censuses, however, concur with his regular army enlistment records that he was born ca. 1846, and he claimed to be twenty-three when he enlisted with the 7th Pennsylvania Cavalry, i.e., a birth year of ca. 1841. Then there is the 1910 census that lists him as sixty-five years of age, i.e., a birth year of ca. 1845. The birth year shown above is an average because no definitive value has yet emerged.
