Dorothy L. (Haley) Franklin was born to Eddie Ray "Pat" and Laura (Snyder) Haley on July 26, 1926, in a cabin near Basin, Wyoming. She was raised in Basin and graduated from Basin High School. She later trained as a Western Union teletype operator in Billings, Montana, and worked as a Western Union supervisor in Oakland, California.

She married Robert B. Frankin on Feb. 13, 1949, in Oakland. After her husband left the Navy, they moved to Great Falls, where they raised their two daughters.
Dorothy enjoyed baking, sewing, and flower gardening. In later years, she also enjoyed collecting antique half-dolls and miniatures, attending plays and concerts, and creating hand-stamped cards for friends and family. Flower gardening was her great love, and her garden was the envy of many. Dorothy was always quick to share both her flowers and her gardening secrets.

She loved traveling and meeting new people. Her favorite trip was a celebration of her 50th wedding anniversary in Australia and New Zealand, where she delighted in cuddling a koala and chatting with the aboriginal bushmen. Dorothy also was very proud to be a three-time cancer survivor.
