Elsie was born in Yakima to John Frank Purviance, and Anna Osborne "Scouller" Purviance. She attended the Armstrong School, and graduated from Yakima Senior High. She earned a number of college credits through the Yakima Valley Junior College and WSC. She married first Lyle Devin, the father of Deleine; he died before her birth. She did office work prior to marriage to Victor Eschbach, the father of Donald, and later worked in Medical offices, followed by 30 years with the Social Security Administration. She was operations supervisor at the time of her retirement in August of 1980. She was an active member of the Genealogy Society, a 25 year member of the Toastmistress Club, an officer in other groups. She has assisted in the preparation of the "Purviance" family publication, and the newsletter. She also assisted in putting together the 'Toy' booklet with the help of other "Toy" Cousins. She died in 2001, after a long bout with Parkinson's.
