Truck Kills Boy, 3; 75th Traffic Victim
A three year old boy, Carroll Paul Boteler, of 1307 South Capitol Street, became the District's 75th traffic fatality for the year when he was struck by a truck on South Capitol St. between N and O at noon today. The boy was taken to Providence Hospital by his father but was dead on arrival. The driver of the truck is being held at the fourth precinct pending inquest.

I don't know why his name in the article is Carroll Paul but his death certificate lists him as being Paul Edgar Boteler.
There is no marker for his grave but it is believed that he is buried by his grandparents, George and Bessie Alvey
