Judge Urias Harrison Owings was born on December 13, 1813 in Simpson, Kentucky, the son of Rev. Richard Owings and Minerva "Winnie" Holcomb. He married Sophia Potter on October 30, 1834 in Warren County, Kentucky. Together they had the following children: Benjamin Franklin Owings, Emily Margaret Owings, Pleasand Owings, Stephen Owings, Julia A. Owings, Eliza Jane Owings, Nancy L. Owings, and Alfred Owings.

He was a judge in Hickory and Audrain Counties. In additon, he served one two-year term as a member of the Sturgeon City Council. Urias passed away on October 27, 1886 in Saling, Kentucky.

Although he sleeps his memory doth live
And sharing comforts is his mourners give
He followed virtue as his first guide
He lived as a Christian as a Christian died
