Bill Franks was the son of William McKinley Franks and Faye Eula Underwood.
He graduated from White Deer High School. He enlisted in the U.S. Navy where he served aboard the USS Saratoga in the South Pacific. He returned to Fort Sumner in 1947 to assist with the family grocery store, where he retired in 1986.
He married Charlene Bowen on May 18, 1948 in Santa Rosa, Guadalupe Co, New Mexico. They had a daughter Cynthia Elaine Franks Hall and a son William Bruce Franks.
He died at Farwell Convalescent Center.
