William was the third son of Chester & Katherine Woodburn of Des Moines, Iowa. He served in the Air Force in World War II as a B-24 bomber pilot. He completed 33 missions over Germany and occupied Europe, winning the Air Medal and the Purple Heart.

After the war, William returned to the United States and married fiance Elizabeth Jean Winter. He graduated from Iowa State University in 1949 with a degree in Architectural Engineering, and went on to start his own architectural firm. At home, William and Jean had four children, three of whom lived to maturity.

In 1979, William's health compelled the family to move to Arizona, where he spent the next eight years of his life until his eventual death in 1987.
