Mr. Armstrong was born in Hillsboro, the son of Waldo and DeEtta Wylie Armstrong of Seaman.
In addition to his parents, he is survived by his wife, Rose Knechtly Armstrong of Georgetown; one sister, Teresa Armstrong of Georgetown; father- and mother-in-law, Harry and Jo Ann Knechtly of Winchester; aunts, Betty Armstrong of Seaman, Emma Armstrong of Sugar Tree Ridge, Ruth and Wimp Wickerham of Seaman, and Mary Irene Metzger of Arizona; four cousins; and several nieces and nephews
