He was born Feb. 16, 1908 at Elliottsburg to the late Daniel A. and Charlotte R. Baer.
He grew up at Elliottsburg and attended schools there and graduated in 1927 from Landisburg High School. He attended Penn State School of Engineering and was employed with the Pennsylvania Departments of Highways, Engineers Headquarters, Harrisburg, for seven years. He was hired by Sinclair Pipe Line Co. and moved to Independence in 1948, retiring in October 1971, after 30 years of service. After retirement, he twice was employed by the Independence City Engineering Office for city projects.
He was a member of First Presbyterian Church of Independence, where he served as elder and trustee, BPOE Elk Club of Cherryvale, Kan., all Independence Masonic bodies, Scottish Rite of Fort Scott, Kan., AAONMS Mirza Shrine of Pittsburg, Kan., Eastern Star, and served as president of the Independence Shrine Club.
He was the widower of Frances L. Bilyeu Baer, who died May 16, 1998.
Surviving are a stepson, Clark Bilyeu of Harrisonville, Mo., and a stepdaughter, Barbara Taylor of Long Island, N.Y.
Services were held Nov. 11 in Potts Chapel, Independence, with the Rev. Henry Roberts officiating. Burial was in Mount Hope Cemetery, Independence.
