Billie was named William Henry Adams, after his great grandfather and his father. He was born to David Henry and Myrtle Verona Flower Adams in Baker Oregon. There were two younger siblings born, a girl Barbara Jean in August 1930 but passed away in December the same year. The third child, a boy David, was still born and his mother passed away in childbirth of uremic poisoning at the same time. Billie 3 at the time went to live with an older sister of his mother; Blanche and husband Frank Hogg. Some time later his mothers brother Eugene and wife Marian Pope Flower made a trip to Oregon to visit and took him back to California as they had been unable to have a child of their own.

His father David Henry Adams passed away of cancer when he was 37 and Billie was 8. Eugene and Marian at that time adopted him giving him the surname of Flower; his mothers maiden name.

Years later when Gene and Marian divorced she took Billy and moved to Washington State. He married first Ada Hodgkin, who brought a son Dan Moyer into the marriage, and they had a son Brian and two daughters unknown that died as a child and Marian of their own. He married Evelyn second and had two daughtes Laura and Ramona. He passed away in 1966, at 37 yrs of age; the same age that his father had of cancer.
