John Hall Bullard was an early merchant in Leaksville (now Eden), North Carolina. He owned and operated Bullard and Sons Mercantile on Washington Street. Before he had the store, though, he helped to build and equip the Spray Cotton Mill at Spray (now Eden) for John Motley Morehead (later governor of North Carolina) in the early 1830s. Bullard's house, which still stands at 650 Washington Street (Eden), was listed in the National Register of Historic Places in 1982.
