Carlis was born on April 9, 1930, in Cook County, Georgia, to James M. and Minnie Lee (Hewitt) Stephens. He enjoyed traveling and fishing, loved the mountains, picking the guitar, and playing the harmonica. Carlis was a loving father, grandfather, great-grandfather, and great-great-grandfather. He is preceded in death by his parents, his wife Sadie Stephens, his daughter Judy Evett, five brothers and two sisters.
A graveside service will be held at 11:00 am, Friday, November 3, 2023, Oak Hill Cemetery, Quitman, Georgia. The family will receive friends from 10:00 am to 11:00 am, Friday 3, 2023 at the cemetery.
