US Army Major General. Blatchford graduated from Rensselaer Polytechnic Institute in 1882. He joined the army as a second lieutenant of Infantry, and performed frontier duty in Dakota Territory, Kansas, and Arizona with the 11th Infantry Regiment. As a captain during the Spanish-American War, he served in Puerto Rico and the Philippines with the 11th, 6th, and 28th Infantry Regiments. After recruiting duty in New York, and service as an instructor for the Missouri National Guard, in 1913 he became commander of the 11th Infantry. In 1914, he took command of the 12th Infantry, with which he served in Texas during the Pancho Villa Expedition. At the start of World War I, he commanded the School of Musketry as a brigadier general. Assigned to organize the Lines of Communication for the American Expeditionary Force as a major general, Blatchford's struggles with logistics management caused his relief and return stateside. He subsequently commanded the 158th Depot Brigade at Camp Sherman, Ohio (1917–1918), Panama Canal Department (1918–1919), Presidio of San Francisco (1920–1921), 8th Infantry Brigade and Camp Lewis (1921), and 5th Infantry Brigade and Vancouver Barracks (1921–1922). He retired in 1922, and resided in San Francisco.
