Robert Eugene Frusher was the son of Edgar Julian Frusher and Carmen Aloha Parker.

His high school education was interrupted in 1943 when he enlisted in the U.S. Navy. After returning, he received his graduate equivalency degree with the 1947 Muskogee High School class. During World War II, Gene served primarily in the Admiralty Islands as a pharmacist mate. From 1946-1950 he served in the U.S. Navy Reserves as a Master-of-Arms. He retired from the U.S. Air Force Reserves as a Master Sergeant in 1967.
