Joe Ned Alexander was born September 18, 1933, to Elnora and L. A. Alexander in Panola County, Texas. Joe was one of four children born into that marriage: brother Billy James, sisters Flora, and Viola. The Alexander family were members of the Pine Grove Baptist Church in the Holland Quarters Community of Carthage, Texas. Joe had a love for music, gardening, family, and public service. Joe attended Carthage Public Schools before enlisting in the United States Army. He served in the Korean War during his time of active duty. Joe felt he had a duty to his country. After his release, he served in the National Army Reserve for eight years.

Joe furthered his education by attending Wiley College. The Army Corporal also attended Tyler Barber College where he met and fell in love with Ruby Lee McQuay. The couple married on January 21, 1956, in Dallas, Texas. Joe and Ruby joined Pilgrim Rest Missionary Baptist Church. During that time, Joe served as a police officer for the Dallas Police Department. Joe and Ruby were blessed with one son, Randy Joe.

Later, Joe became a Loss Prevention Department Manager at Target Stores. He also served as private security for Pinkerton, along with serving in other private duty positions for many years. He would serve 18 years as a Police Officer for Dallas County Community College District before retirement.
