US Congressman. He graduated from Dickinson College in 1861, studied law, and commenced a practice in Stroudsburg in 1863. He served as Monroe County's School Superintendent from 1864 to 1871. In 1870 he was elected to the US House of Representatives as a Democrat and served two terms, 1871 to 1875. He did not run for reelection in 1874 and resumed practicing law. In 1880 Storm was again elected to the US House and served two terms, 1883 to 1887. He did not run for reelection in 1886 and again returned to his Stroudsburg law practice. In 1893 he was appointed to fill the vacancy as Presiding Judge of the District Court that included Monroe County, serving until 1894. He was an unsuccessful candidate for election to a full term, afterwards returning to his law practice. Storm was a well-regarded instructor who trained several law students in his office, including Congressman and Judge J. Davis Brodhead and Congressman and US Attorney General A. Mitchell Palmer.
