Delbert Morley Draper, Jr. was born on 5 September 1925, in Salt Lake City, Utah, to Delbert M. Draper and Frances Draper Rogers. He served in the United States Navy in the Pacific area during World War II, and later retired from the Naval Reserve as a Lieutenant Commander.

He earned his law degree from the University of Utah law school in 1949 and was admitted to the Utah State bar the same year. He joined the law firm of Draper, Sandack and Saperstein and went on to become a partner in the Moyle and Draper law firm. During his career served as Deputy Salt Lake County Attorney and as a member of the Utah State Land Board. In addition, he was a member and past president of the Salt Lake County Bar Association and a member of the judicial council of the Utah State Bar Association. Subsequently, Mr. Draper served on the board of directors of Peoples First Thrift and was also president of the Salt Lake Art Center.

Delbert married Ruth Rowan in Ririe, Idaho, and they had four children. He passed away on November 30, 1972, as the result of a heart attack. He is interred in Wasatch Lawn Memorial Park in Salt Lake City.
