Born in Arco, Idaho to Ray and Inez Norwood, Wendell (known to everyone as "Windy") grew up in the state capital of Boise. After graduation from high school, he enlisted in the U.S. Navy serving during WWII in the South Pacific and the far east. After returning home, he met and married Dorothy Jean DeFord in Walla Walla, Washington. With their two children, the Norwoods later moved to Seattle where Windy was to become employed with the Boeing Airplane Company. He remained with Boeing until his retirement. An avid coin collector, he undertook a second career as a coin dealer, opening Windy's Coins and Collectables, a successful business which operated in several locations in the South Seattle-Burien area for nearly 20 years. He developed a strong reputation as a knowledgeable and reputable busnessman. As a member of the Burien business community, he served on numerous committees in efforts to advance the commercial life of that community.
