Mrs. Ledbetter was born in Black Mountain and was a daughter of the late David Haywood and Maggie Allison Biddix. She was also preceded in death by her husband, James Holly Ledbetter in 1989, and by brothers, Flemon Biddix, Bill Biddix, and Joe Biddix, and sisters, Ethel Austin, Bessie Biddix and Frances Biddix.
She was formerly associated with retail clothing sales.
