Ashley was the third child of Roy and Aletha Higginbotham. He was born in Winter Haven, Florida. During World War II he served in the merchant marines. He married Betty Jo Dickey in 1947.
Ashley worked for the Washington Post and with Coastline Railroad. He was survived by his wife, a daughter, seven grandchildren and four great-grandchildren. He was preceded in death by his older brother Herbert in 1947 and sisters Opal and Garnett.
