US Congressman. He graduated from Kingston's Wyoming Seminary and studied law, gaining admission to the bar in 1899. He did not practice, instead becoming a florist in Kingston. From 1904 to 1907 Templeton was Luzerne County Prothonotary. In 1916 he was elected to the US House of Representatives as a Republican and served one term, 1917 to 1919. He did not run for reelection in 1918. In 1920 he became the Pennsylvania State Capitol's Superintendent of Grounds and Buildings, serving until 1923, and afterwards returning to work as a florist in Kingston.
