Francis' father died less than a year after his birth. His mother remarried to Thomas Riggs in 1870. Francis and his stepfather engaged in the lumber business in Wisconsin in the 1880s. There Francis married Mary Frances Garland in 1884. Their two sons were born in Wisconsin - Francis "Frank" in 1885 and Garland in 1888. The family then operated lumber mills in Washington State, where Francis served in the state's first legislature in 1889. He enlisted in the military in 1898 and his wife was one of the founders of King County Red Cross. Francis died in Hawaii while serving as a purser on the SS President. At the time his eldest son was serving in France. His younger son, Garland, scattered his father's ashes from his ship, the SS West Ekonk. Francis' widow, Mary, died in Seattle in 1945.
