Fred was born on May 31, 1944 in Duluth to Ervin and Sylvia Moen. He graduated from Duluth Central High School and served in the Air Force during Vietnam. Fred earned a Degree in Social Work from UMD. He married Judy Morris at Wesley United Methodist Church on June 12, 1971. Fred retired from St. Louis County where he was a child protection social worker.
He was a member of Hope United Methodist Church where he was very active with various church functions. Fred enjoyed woodworking, designing and making memorabilia boxes, selling cars, and helping people any way he could. He was preceded in death by his parents.
Fred is survived by his wife, Judy; two daughters, Rebecca (Jason Butcher) Moen of Duluth and Sara (Aaron) Moen Slotness of Cloquet; a son, Matthew (Jenny) Moen of Fargo; siblings, Karen Wydo of Spokane, WA, Richard of Zillah, WA, Robert of Spokane, WA, and Ann Moen (Dean Pichotto) of Oakland, CA; and many beloved family and friends.
