Charles was raised in Perrysburg, Ohio and graduated from Perrysburg High School in 1945. After high school Chuck entered the Army Air Force and did his tour of duty in the south pacific.

After his stint in the service, he entered the Ohio University in Athens, Ohio where he received his bachelors degree. He then received his 1st graduate degree at Hofstra University in Hempsted, NY, with a minor in
At the invitation of the Ad-Hoc Committee for implementation of the Economic Opportunity Act in Oregon, he conceived and wrote the original state plan for migrant summer education, with modifications, his school became the demonstration model for the state of Oregon. He initiated his Doctoral program at the University of Oregon in selecting the doctoral minors, he expanded his knowledge in the areas of psychology and elementary education. While associated with the Pathfinder fund, Boston, MA (attached to Harvard University) he administered and supervised forty-three international projects directly and indirectly involved in information, education and communication (I.E. & C.) He designed a curriculum research project that encompassed school and children in Mysore state, India. At the University of North Carolina, Chapel Hill, he was employed in the school of education as the director of international planning and development, this included a variety of teacher projects in conjunction with several universities throughout southeast Asia.

Preceded in death by wife, Sylvia, mother and father, Esther and Delbert Faneuff. Left to survive Chuck are two sons, Tom (Susan) and Donald; two grandchildren, Max and Esmee; sister, Nancy Canfield.

He will be sadly missed by family and friends.
