US Congressman. He attended Cornell University, afterwards becoming active in Tuttle Brothers, a lumber, building supply, fuel and grain business in Westfield, New Jersey. He served as Chairman of the Union County Democratic Committee and was a Delegate to the 1908 Democratic national convention. In 1910 he was elected to the US House of Representatives and served two terms, 1911 to 1915. He was an unsuccessful candidate for reelection in 1914, afterwards returning to Tuttle Brothers. Tuttle was a founder of the New Jersey Chamber of Commerce, and was also active in the Lumber Mutual Casualty Insurance Company and the People's Bank and Trust Company of Westfield. In 1916 he was a US commissioner for the Panama Exposition, and a Delegate to the Democratic national convention. In 1919 he was appointed President of New Jersey's Conservation and Development Board, and he became state Banking and Insurance Commissioner in 1921. As Commissioner, he attracted national attention when he exposed corruption in his department, which led to several prosecutions. In 1922 Tuttle was a candidate for Governor when illness forced him to end his campaign. He did not respond to treatment, and died at his home several months after becoming sick.
