Frances was the daughter of Isaiah Rubben Cheairs and Mae Emma Cheairs. She was educated in the Hardeman County School System. She joined New Bethel Missionary Baptist Church in Bolivar, Tennessee at a young age. She later became a member of Union Hill Missionary Baptist Church in Whiteville, Tennessee where she served on the Usher Board.
She was preceded in death by 1 sister, Alice Faye Cheairs, 4 brothers, Isaiah Cheairs Jr, Lethaniel Cheairs, James Robert Cheairs and Charles Cheairs and 1 granddaughter, Miracle Monae Carter.
Survivors:
1 Daughter: Natasha Carter(Cedric).
2 Sisters: Mary Ruth Cheairs and Cleo Polk(Nell).
4 Brothers: Early Hugh Cheairs(Barbara), Michael Cheairs, Hugh Cheairs and John Archie Cheairs(Barbara).

Services were held Sunday, September 11, 2022 at 11AM in the Jerome Boyd Chapel of Dixie Funeral home in Bolivar, Tennessee with Pastor Jerry Crisp Officiating.
