BAILEY THOMAS FRANCIS Resident of Pioneer, California, 86, died at Kaiser Hospital in Sacramento on Thursday, January 3, 2002. Born in San Francisco, California on May 21, 1915, he was raised and attended school in San Francisco where he graduated from St. Ignatius High School in 1933. He began working for the United States Navy at NPO San Francisco as an Assistant Messenger in 1937. He married Ann Marie and moved to Oakland in 1940. He retired from the Navy in 1969 after 32 years of service including positions as Secretary of the National Civilian Administration Assn., Supervisory Organization and Methods Examiner, and Supervisory Stock Control Officer at the Naval Supply Center in Oakland, California. He served as Treasurer, Vice President, and President of the Board of Directors of the NSCO Federal Credit Union and was an original Plank Owner at NSC Oakland. In 1970, Tom and Ann moved to their cabin in Pioneer California, which had been their home away from home since 1960. He enjoyed woodworking, building projects, and traveling with friends. He became very active in water related issues and served on the Board of Directors of the Pioneer Community Services District from 1972 to 1975. In October 1976, he was appointed to fill a vacancy on the Board of Directors of the Amador Water Agency and served until December 1992. He served as President of the Water Agency Board of Directors in 1980, 1985, and 1990. He played an important and instrumental role in developing the Central Amador Water Project. He was a member of AWA's negotiating team, which resulted in the acquisition of the Amador Water System from PG&E in 1985. Mr. Bailey is survived by his wife of 61 years, Ann Marie Bailey of Pioneer; children: Susan J. Dantche of Seattle, Washington; Tom and Linda Bailey of El Dorado Hills; Tim and Tamar Bailey of Pioneer; Chris and Pam Bailey of Castro Valley; Steve Bailey of Hayward; eight grandchildren and four great-grandchildren who all loved him dearly. A Memorial Mass will be held Wednesday, January 9th at 11:00 a.m. at Our Lady of the Pines Catholic Church in Pioneer, California.
