Ruth was born in Newton, Massachusetts to Everett and Edith Wagner. She was raised in Waltham and lived there until her retirement in 1989. Ruth graduated from Waltham High School, attended the University of Massachusetts, and graduated from the Newton Wellesley Hospital School of Nursing. For many years she worked as a registered nurse at Waltham Hospital.
In 1948, Ruth married Chester Page who had returned from active duty with the USMC.They were married for for sixty-one years. Together Ruth and Chet raised three daughters; Deborah Guimont of Ocean Park, Janice Leyton of Charlotte, North Carolina, and Martha Griffiths of Mattapoisett, Massachusetts. She also leaves behind grandchildren Steve Leyton, Anne Blais, Jee Yeon Polatin, Jeff Leyton, Corinne Griffiths and Carolyn Griffiths plus five great grandchildren, Kelsey, Tyler, Cole, Bridget, and Eliana.
During the summers, Ruth and her Mother would come to Ocean Park with the girls. The neighbors all remember their marathon Scrabble matches. She loved to sew and knit and always had many projects underway.
Ruth was very active in the Beth Eden Baptist Church of Waltham and the United Baptist Church of Saco. She was a life member of the Ocean Park Association.
