From Biographyical Dictionary of the Confederacy:
Watkins, William Wirt (Congressman), was born in Jefferson County,Tennessee, on April 1, 1826. Little is known of his early life, save that he was raised in Boone County, Arkansas. He practiced law in Carrolton, Arkansas, during the 1850's, and he served in the Arkansas Senate from 1856 to 1860. In February 1861, he was a unionist delegate to the Arkansas secession convention. He favored cooperation with the border slave states and, after the firing on Fort Sumter,voted for secession. Elected to the provisional Congress from Carroll County, he served on the Commerce and Inauguration Committees. He then returned to private life and resumed his law practice in Carrolton. In 1866, he was elected to the Arkansas Senate, and he served in the state Senate from 1878 until 1882. He died in Harrison,AR. on January 15, 1898. Half brother of Albert Galatin Watkins.

From will in Carroll Co. Court House--lived two miles above town ofHarrison on Crooked Creek, the Davis Farm, 80 acres. Will dated 31 March, 1894.

Children by first wife: Lou L., William Wirt Jr.; other children: A.B., Mary W., Walker J. and Carrie. Willed a one-year-old colt to Walker J. Willed organ, mare, and buggy to Martha (his second wife).

Tombstone says "Col. W. W. Watkins/Remembered." The title is probably honorary, as no evidence exists of military service.
