Charles L Eoff was the oldest of seven children born to Floyd Emmett Eoff and Elizabeth Stephan, natives of Missouri and Illinois, respectively. His siblings were Glenn J Eoff, Betty Bernice (Eoff) Webster, Norma Eoff, Donald Ray Eoff (d.y.) Marjorie (Eoff) Fogelsong and Emma Lou (Eoff) Williams. Charles married Mary Enid Shutts, the daughter of Leslie Shutts and Gertrude Bertha Hunziker, October 7, 1946 in La Belle, Missouri. Their children were Douglas Glen Eoff and Mark Byron Eoff.

William was a high school history teacher for many years, retiring in 1984. He belonged to several fraternal organizations, and enjoyed cards, history, fishing and family. He was a member of St Pauls United Methodist Church. He was a veteran of World War II having served in the Marines in the Pacific Theater.
