US Congressman. He served in the United States House of Representatives from the 8th District of Georgia from January 3, 1983 to January 3, 1995. He attended Emory University before enlisting in the Army during World War II. From 1944 to 1946, he served in the Army as a sergeant. After the war, he pursued his dream of being a medical doctor and earned his M.D. from the Medical College of Georgia in 1952. He went on to practice medicine in Dublin, Georgia for 28 years. In 1976, he was elected to the Georgia State House of Representatives and went to serve for the next six years. He, as a Democrat, decided to challenge Rep. Billy Lee Evans in the Democratic party primary for Evans' seat in the House in 1982 and was successful in both the party primary and general election that year. He went on to serve in the House for the next twelve years before stepping down in 1994. During his tenure in the House, he introduced both the Radiation-Exposed Veterans Compensation Act of 1988 and the Veterans Health Programs Extension Act of 1994, which were signed into law. The federal courthouse in his hometown of Dublin was re-named in his honor.
