Petty Cleveland Eoff was the oldest of four children born to Sterling Price Eoff and Cordelia Mae Parrish of Knox Co, Missouri. His siblings were Golda Ada (Eoff) Zinn, George Clayton Eoff and Forrest Murel Eoff. Before 1920 his family moved to Butler Co, Kansas where he was listed as a roustabout in the oil fields. He married Clennie M Wonderly, the daughter of George Albert Wonderly and Alice Clarkson, May 9, 1926 in Des Moines, Polk Co, Iowa.

Petty Cleveland Eoff was a streetcar operator for 34 years, working for the Des Moines Transit Company in Des Moines, Iowa. He and Clennie had three children, Lois Evelyn (Eoff) (Smith) Kotakis, Louise (Eoff) Kelley and Russell Sterling Eoff. They were all residents of San Diego Co, California in later years.
