Anne was the daughter of Francis Garbett (1743-1800) and Elizabeth Walsham (1748-1779) of Knill Court, Herefordshire. On 03 January 1798, Anne married Samuel Romilly at Knill, Herefordshire. On 29 October 1818, after a painful illness of nearly twelve months, Anne died at East Cowes Castle, the Isle of Wight home of the architect John Nash, Esq. Three days later on the 2nd of November, her husband Samuel committed suicide due to his overwhelming grief. Anne's interment was delayed in order that she and her husband could be entombed together in the family vault within the church simultaneously.

The funeral of Sir Samuel and Lady Romilly took place on Wednesday last, at Knill Church, near Presteign. Lady Romilly's remains had arrived at Knill on the preceding Saturday, and those of Sir Samuel on Wednesday morning. The interment was about twelve o'clock, in a newly constructed vault within the church; Sir Samuel's age was stated on his coffin to be 62 years, and Lady Romilly's 44. The mourners for Sir Samuel were his brother and his nephew, and the bearers, Lord Lansdown, Mr. Brougham, Mr. Allen, Master of Dulwich College, and Mr. Wishlaw; the mourners for Lady Romilly were John Whittaker, Esq. and William Davies, Esq. both of whom had married her sisters, her bearers were Sir Harford Jones, Richard Prices, Esq. and T. Frankland Lewis, Esq. The service was performed with appropriate solemnity by the Rev. John Grubb, Minister of the parish, a great concourse of people were present, and evinced by their reverence and decorum, the high sense which they had of the great respectability of the persons departed, and of the awful occasion, on account of which they were assembled.
